Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

Exclusion grounds include final convictions within the previous five years, or a continuing exclusion period, involving the tenderer or a person in its management, governing or supervisory bodies or with powers to represent or control it, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. The tenderer may provide evidence of measures taken to restore its reliability where the applicable rules allow this. A tenderer may also be excluded for unpaid taxes or social security contributions in its country of establishment or the contracting authority’s country. The notice states a threshold of EUR 0 and notes that, under Estonian rules, a tax-debt certificate is not issued where the relevant tax debt is below EUR 100 or payment has been deferred; foreign tenderers are assessed under the rules of their country of establishment. National grounds also include enabling a foreign national to work without a legal basis or in breach of employment conditions, being subject to an applicable international or Estonian government sanction, and being barred from participation because of the tenderer’s place of residence or establishment.

Qualification criteria and exclusion grounds

The tenderer’s team must include at least one landscape architect with a level 7 Diploma Landscape Architect, level 7 Licensed Landscape Architect or level 8 Licensed Expert Landscape Architect qualification. The person must have previous experience preparing a plan for integrating urban space and nature, or a comparable document addressing the comprehensive planning of urban and natural environments or work of similar content and scale. The tenderer must provide the team member’s details using Form 2 and confirm that the person will be available for contract performance until the contract ends. The contracting authority will check qualifications in the Estonian professional register; on request, the tenderer must provide qualification evidence if it is not publicly accessible, and a client’s confirmation letter as evidence of experience. For a person whose qualification was issued outside Estonia, provide a copy of the relevant licence or certificate, or other evidence of the right to perform the work under the law of the person’s country; equivalent competence may be demonstrated by an equivalent document. For a joint tender, the tenderers must appoint an authorised representative and include the power of attorney with the tender. By submitting a tender, the tenderer must confirm acceptance of all procurement-document requirements; conditional tenders are not permitted. The price must follow the structure specified in the evaluation criteria and price schedule. The tenderer must confirm compliance with the requirements and explain and provide evidence of equivalence where applicable. Any information claimed as a trade secret must be identified and the claim justified; the tender price, item prices and other numerical indicators used to evaluate service tenders may not be treated as trade secrets. No specific award criteria or scoring details are stated in the available document.
