Compliance requirements
The bidder must confirm that no mandatory exclusion grounds apply. A bidder may be excluded if it, or a person authorised to represent, manage or control it, has been convicted of participation in a criminal organisation, breach of duty, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; offences relating to the unlawful employment of foreign nationals, including paying less than the legally required wage; unlawful use of child labour or human trafficking; or if it has outstanding national tax, payment or environmental-charge debts, or tax or social security contribution debts under the law of its country of establishment. Exclusion also applies where awarding the contract would violate an international or Estonian government sanction.
