The bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals or residents, entities established in Russia, entities more than 50% directly or indirectly owned by such persons or entities, or persons or entities acting on their behalf or under their direction. An offer must be rejected if the resulting contract would be void under section 7(1) of the Estonian International Sanctions Act.

The bidder must have produced an international live broadcast at least once in the past five years from a Nordic combined or cross-country skiing World Cup event. This requirement applies to all lots. The bidder must provide the project manager’s contact details, confirm production readiness on the specified dates, and confirm that its offer covers television production for the entire competition period, including all lots, in accordance with the competition plan and technical requirements.
