Technical support for climate strategies of Seville municipal companies
Summary
The contract covers technical support for designing, developing and implementing climate strategies for Seville municipal companies EMASESA, EMVISESA, TUSSAM and LIPASAM, tailored to each company and aligned with the city’s objectives. Mandatory work includes an initial climate-status diagnosis for each company, a work plan and one climate-change training session. The diagnosis is due within two months of the service commencement record. The authority may separately request additional services, such as greenhouse-gas and carbon-footprint assessments, climate-risk analysis, emissions-reduction and climate-transition plans, and a joint roadmap. Additional work is subject to actual need and the authority’s approval; the 2,000-hour allowance is not guaranteed to be used. The initial contract term is 24 months, with two possible 12-month extensions. The estimated value is €148,760.33 excluding VAT. The mandatory fixed-price component is capped at €68,760.33, and the variable allowance for additional work is capped at €80,000, with a maximum hourly rate of €40 excluding VAT. Bids are evaluated on price (49 points), shortening the diagnosis deadline (15), additional team experience (26), extra training sessions (5), and calculation and possible offsetting of the bidder’s carbon footprint (5). Bidders must meet the financial and comparable-service experience thresholds and provide a four-person team with the specified qualifications. Bids must be submitted electronically, with a signed European Single Procurement Document declaration. The successful bidder must provide a final guarantee of €7,438.02.
