Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder may be excluded if it, or a person authorised to represent, manage or control it, has a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or another form of human trafficking. The bidder may also be excluded for tax or social security contribution arrears in Estonia or its country of establishment. The notice states a threshold of EUR 0; however, under the additional information, a tax-debt certificate is not issued where the total debt administered by the same tax authority, excluding interest not established by an administrative act, is under EUR 100 or payment has been rescheduled. A foreign bidder’s tax-debt certificate is governed by the law of its country of establishment. Mandatory exclusion grounds also include having been punished for enabling a foreign national to work while unlawfully present, or for enabling a breach of the conditions for a foreign national’s employment in Estonia, including payment below the statutory wage rate. A bidder must also declare that entering into the contract would not breach an international or Estonian government sanction. Where the procurement documents restrict participation by the bidder’s place of establishment, breaching that restriction may also result in exclusion. Where permitted for this procurement, a bidder subject to an exclusion ground may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The bidder must be established in Estonia, another EU Member State, an EEA contracting state or a country party to the WTO Agreement on Government Procurement. Conditional tenders are not allowed; submitting a tender confirms acceptance of all procurement-document requirements. In a joint tender, the members must appoint an authorised representative and include the relevant power of attorney. The bidder must identify any trade secrets and explain why the information qualifies; the tender price, component prices and other numerical figures used to evaluate service tenders may not be designated as trade secrets. The tender price must follow the prescribed structure. Where an equivalent solution is offered, the bidder must explain the equivalence and provide supporting evidence where necessary. The bidder must also provide the names and personal identification codes of authorised persons not visible to the contracting authority in the Commercial Register, or confirm that there are no such persons. The tender must include a free-form description of the proposed series and its treatment of the nature, importance and purpose of social innovation in society; a description of quality assurance covering editorial and technical checks, including video, audio and subtitle requirements, regular reviews and the contracting authority’s involvement, and the recording and correction of defects; and a risk analysis covering risks arising from the contracting authority, bidder, third parties and the work itself. The risk analysis must address at least scheduling and the availability of key people or interviewees, technical failures and data loss, editorial and technical quality, and copyright and usage permissions; assess each risk’s likelihood and impact; describe preventive or mitigating measures and, where relevant, responses if a risk occurs; and name the team members responsible for those measures. The bidder must describe the team, including each member’s name and role, task and responsibility allocation, coordination arrangements, sufficient time availability, and confirmation of each member’s consent to participate. The team must cover at least a producer/project manager, a creative lead (for example, a screenwriter, content creator, editor or presenter), an image-making expert (for example, a camera operator), and technical expertise covering sound, editing and post-production. One person may cover up to two of these roles if their experience meets both roles’ requirements and sufficient time is confirmed. Additional members may be included, with their roles and duties specified. For each named role, the bidder must provide a CV and confirm the person’s consent and participation. Within the 60 months before the procurement commenced, the producer/project manager must have managed the production of at least one multi-part television series or documentary film. The creative lead must have directed at least one television programme, television series or documentary film as a screenwriter, content creator, editor or presenter. The image-making expert must have filmed at least one television programme, television series or documentary film. The technical expert must have experience formatting at least one television programme, television series or documentary film in all three areas: sound production, video editing and post-production. The submitted series description, quality assurance arrangements, risk analysis and creative lead’s CV are used in evaluation under the evaluation methodology; the notice text does not provide the detailed scoring or weights. During contract performance, the bidder must prefer environmentally responsible solutions. Deliverables must be submitted digitally; digital files must be kept and transmitted at an appropriate size, and unnecessary drafts and working files must be deleted promptly. The machine-readable notice does not specify financial turnover or other financial-capacity thresholds.
