The bidder must confirm that neither it nor its management, administrative or supervisory bodies or representatives have received a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, terrorist financing, illegal child labour or human trafficking. The bidder must also have no serious environmental, social or labour-law violations, tax or social security debt, bankruptcy, liquidation, insolvency proceedings, suspended business activity, serious professional misconduct, anti-competitive agreements, unavoidable conflict of interest, or material breaches or early termination of previous public contracts. The bidder must also confirm the accuracy of the submitted information, provide the required documents, and must not have attempted to improperly influence the contracting authority or obtain confidential information about the procedure. The notice also checks employment of unlawfully staying foreign nationals, international sanctions and convictions for tax offences. For taxes and social security contributions, the threshold is EUR 0; however, the tax authority does not issue a tax-debt certificate where the debt is below EUR 100 or payment has been deferred. All exclusion grounds apply to every lot. Where applicable, the bidder may provide evidence of remedial measures taken to restore its reliability.

No separate turnover, previous experience or staffing qualification requirements are stated in the supplied procurement passport text. The bidder must nevertheless submit the tender using Annex 1, the technical specification and tender form, complete all required fields, and provide the price in the structure specified in the worksheet for award criteria and rated indicators. Conditional tenders are not permitted. For copy and drawing paper, the bidder must provide an EU Ecolabel certificate or an equivalent EN ISO 14024 Type I ecolabel certificate. If the paper has no ecolabel, a conformity audit by a conformity assessment body or an independent auditor must be provided. The virgin wood fibre used for pulp production must come from a legal source, with proof of origin provided upon delivery, for example a producer declaration, FSC certificate, FLEGT licence or CITES licence. The paper producer must have implemented ISO 9001, ISO 14001, EMAS or an equivalent internationally recognised quality or environmental management system; producer details and a certificate, or an audit confirming equivalence, must be submitted. At the contracting authority’s request, the bidder must provide product samples within five working days of receiving the notice, at Ravi Street 18, H building, Tallinn. Samples must be delivered in closed and properly labelled packaging. A sample that fails the requirements may result in rejection of the tender. In a joint tender, a power of attorney for the joint bidders must be included. The bidder must identify and justify any trade secrets and confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. Where the international threshold applies, subcontractors or suppliers that are Russian citizens, residents or entities established in Russia, or entities owned or controlled by them, may not account for more than 10% of the contract value. Any equivalent product or evidence must be explained and substantiated in the tender.
