Compliance requirements
The bidder may be excluded if it, or a member of its administrative, management or supervisory body or another person authorised to represent, direct or control it, has a relevant conviction within the last five years or remains subject to an exclusion period. The listed offences include participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Exclusion may also apply for unpaid taxes or social security contributions, enabling employment of a foreign national without legal grounds or in breach of employment conditions, or if awarding the contract would breach an international or Estonian government sanction. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.
The bidder must also confirm that it will not use, for more than 10% of the contract value, subcontractors or suppliers that are Russian nationals or residents, established in Russia, more than 50% owned directly or indirectly by such persons or entities, or acting on their behalf or under their direction.
Qualification criteria and exclusion grounds
The bidder’s average annual net turnover over the last three financial years completed by the start of the procurement (1 January 2023 to 31 December 2025) must be at least EUR 90,000, excluding VAT. The bidder must include in the team a lead expert independent of RMK, holding a valid environmental impact assessment licence and having prepared at least one comparable document or substantive piece of work in a project. Comparable work must relate to forestry or land use, be similar in scale or complexity, and have involved the expert’s responsibility for all or a significant substantive part of the work. Provide the project name, client details, procurement reference if available, a brief description, dates, the expert’s role and responsibilities, and a public link to the completed document if available. Provide the expert’s licence details and experience information as well.
Submit a work plan covering the understanding of the objective and expected outcome; the proposed document structure and main topics; methods, data and sources; work stages, a schedule in weeks and interim results; team roles and responsibilities; cooperation with the contracting authority; and quality assurance. The recommended maximum is five A4 pages, excluding the cover page and references table. The bid must remain valid for three months from submission. Provide the information needed for the contract, including the company address, signatory and authority to sign, and the contract contact’s details. Joint bidders must appoint an authorised representative and provide a power of attorney. The bid must comply with the tender documents; any claimed equivalence must be explained and supported by evidence.
