Fireworks scenario and display for the arrival of 2027

Summary

The procurement covers the preparation of a fireworks-show scenario and delivery of the fireworks display for the arrival of 2027 in Daugavpils. The display will take place in Vienības Garden and/or Dubrovina Park on 1 January 2027 at approximately 00:05. The scenario, digital visualisation and timing schedule must be submitted by 11 December 2026, and the purchaser must be offered at least two rounds of scenario revisions. The display must last at least four minutes and include at least 2,700 shots, including at least two shots of 250 mm calibre. It must provide at least five positions operating simultaneously, a technical layout spanning 400–450 metres, and digital synchronisation of the music and pyrotechnics. The contractor must produce a realistic MP4 Full HD (1920 × 1080) visualisation covering a model radius of at least 1.3 km, and submit a list and specifications of the pyrotechnic products to be used together with a detailed timing schedule. The purchaser will provide the music. The price must include, among other things, delivery, installation, dismantling and security. The estimated contract value is EUR 12,300 excluding VAT. Price is the sole award criterion, and the lowest-priced compliant bid wins. A EUR 200 bid guarantee valid for at least two months from bid opening is required. The successful bidder must provide a performance guarantee equal to 10% of the contract value within 10 days of signing; it must remain valid until 15 January 2027. The bidder must hold the required pyrotechnic-service licence or certificate, have the required experience from at least two previous fireworks contracts, and provide qualified pyrotechnicians and a person responsible for safety.
