News monitoring service for the Ministry of Culture
Summary
The procurement is for daily news monitoring services for the Ministry of Culture. The contractor must collect and compile coverage concerning the Ministry, its activities and senior staff from print and digital publications, radio and television. Every day, including weekends and public holidays, it must send print newspaper front pages at 7:00 and four reviewed press summaries at 8:00, 9:00, 16:00 and 19:00. The service also includes real-time news alerts, an online search and archive facility, up to 20 on-demand media-impact reports per year, and technical support that must resolve a reported incident within one hour. The work is performed remotely, and the contractor must train Ministry staff to use the news-search tool. The contract lasts 12 months from 16 December 2026, or from the later contract-signing date, and may be extended by a further 12 months. The budget is €39,500 excluding VAT and €47,795 including VAT; the estimated total value including the possible extension is €79,000 excluding VAT. Bidders must demonstrate annual turnover of at least €47,795 and provide evidence of experience with similar services. The tender must include a technical proposal of no more than 15 pages and a price offer; bidders need at least 24 of the 48 technical points to continue. The award criteria are the technical proposal (up to 48 points), price (up to 49 points), and the option to provide five additional international press-monitoring items relating to cultural events (3 points). The successful bidder must provide a final guarantee equal to 5% of the contract award amount excluding VAT.
