Compliance requirements
A bidder may be excluded if it or a person with authority to represent, manage or control it has relevant criminal convictions within the applicable period, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, child labour or human trafficking. Exclusion may also apply for unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, suspension of business or similar circumstances; serious professional misconduct; anti-competitive agreements; an unmanageable conflict of interest; improper involvement in preparing the procurement; serious failures under previous contracts; false or misleading information, withheld information or failure to provide required documents; unlawful employment of a foreign national; applicable international sanctions; or relevant tax offences. Where permitted, the bidder may provide evidence of remedial measures to demonstrate its reliability.
Qualification criteria and exclusion grounds
Within the 36 months preceding the start of the procurement, the bidder must have properly completed at least two contracts for providing a similar AI-based clinical documentation software service to a healthcare provider. At least one reference solution must have had 300 or more active users, and at least one contract must have involved deployment in a hospital providing inpatient care; the same contract may satisfy both requirements. The bidder must also have experience using the solution across different clinical specialties and list those specialties.
For each reference, provide the client’s name, contract value and performance period, a brief description of the service, the solution’s scope of use and number of active users, the clinical specialties using it, and the client contact’s name and contact details. The contracting authority may verify the information and contact the reference organisations.
The bid must comply with the procurement documents and be unconditional. The bidder must complete the technical specification compliance table (Annex 1.1), the bid form (Annex 3), submit the price in the prescribed structure and provide the evaluation-criteria information (Annex 4). Any information identified as a trade secret must be justified; the price and numerical figures corresponding to evaluation criteria may not be designated as trade secrets. If an equivalent solution is offered, its equivalence must be explained and supported with evidence. The bidder must confirm that the goods offered are not subject to international sanctions and do not originate from a sanctioned region. The provided text does not specify the detailed evaluation weights or calculation method; these should be checked in Annex 4 of the tender documents.
