Construction of a solar power plant and energy storage system at the Mining Museum

Summary

Compliance requirements

The bidder and persons authorised to represent, manage or control it may be excluded if, within the last five years or while an exclusion period remains in force, they have been convicted of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. The bidder may be excluded for unpaid taxes or social security contributions; the notice explains that tax debts below EUR 100, or debts whose payment has been deferred, are treated differently under the applicable rules. National grounds also cover enabling a foreign national without legal grounds to work, including breaches concerning employment conditions or required pay, and circumstances in which awarding the contract would breach an international or national sanctions measure. The first-tier subcontractors are also subject to the stated exclusion checks. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The bidder must have properly completed at least one contract during the 36 months preceding the start of this procurement. Under that contract, it must have supplied, installed and commissioned, together with the necessary installation and construction works, a solar power plant with a capacity of at least 30 kW and an energy storage system with a capacity of at least 50 kWh. The bidder must provide information supporting this reference, including its scope and period, the customer and contact details, and the contract value. No minimum turnover or other financial-capacity threshold is specified in the supplied documents. The bid must comply with the tender documents. The bidder must complete the technical compliance form in Annex 1, submit a work schedule showing completion and handover within two months of signing the contract, and be prepared to coordinate safely with the other contractors appointed by the contracting authority. Conditional bids are not allowed. Where a joint bid is submitted, the members must appoint an authorised representative and include the power of attorney. If the bidder relies on another entity’s capacity, it must provide written evidence that the resources are available and will be used to perform the contract; the relied-upon subcontractor must submit the required signed forms and a completed ESPD, and, where its experience is relied upon, perform the relevant part itself.
