Fire safety management for municipal buildings in Viimsi Municipality

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, illegal employment of children or human trafficking offences. The bidder must also have no outstanding tax or social security payment obligations, environmental, social or labour law violations, bankruptcy, liquidation or other insolvency proceedings, suspended business activities, serious professional misconduct, anti-competitive agreements or unavoidable conflict of interest. Grounds for exclusion may also include improper involvement in preparing the procurement, a serious breach of a previous public contract, submission of false information or failure to provide required documents, obtaining confidential information, enabling the illegal employment of a foreign national, being subject to an international or Estonian sanction, or conviction for a tax offence. Where applicable, the bidder must provide explanations, evidence and details of measures taken to restore its reliability. The bidder must be able to provide proof of tax and social security compliance or information enabling the contracting authority to verify it.

The bidder must have completed at least one equivalent contract during the 36 months preceding the start of the procurement. An equivalent assignment means providing fire safety equipment maintenance services at a minimum of five sites under one contract; the contract must have been performed for at least one year, or 12 months. The bidder must provide the work description, value, period, client and contact details, and its area of responsibility. The bidder must be legally entitled to provide the required fire safety services and must hold the required notices of economic activity at least for maintenance of fire alarm systems, inspection and maintenance of fire extinguishers, and inspection and maintenance of fire hose systems. The bidder must ensure the availability of a responsible specialist meeting the requirements of section 34 of the Fire Safety Act, and the services may only be provided by persons with the required valid professional qualification and competence. The bid must identify the responsible specialists, their personal identification details and areas of responsibility; if a specialist is not listed as the responsible specialist in the bidder’s notice of economic activity, the bid must include that specialist’s written consent. The bid must include Form 1, the price table, and the tender price must follow the structure specified by the contracting authority. The bid must comply with all tender document requirements, and conditional bids are not permitted. In the case of a joint bid, a power of attorney from the joint bidders must be included. The rights and registry details of an Estonian bidder will be checked in public registers; a foreign bidder must submit equivalent documents under the law of its country of establishment.
