The bidder may be excluded if it or a person authorised to represent, manage or control it has a relevant final conviction within the previous five years, including for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour or human trafficking. Exclusion may also apply for unpaid taxes or social security contributions, enabling the unlawful employment of a foreign national, or if awarding the contract would breach an international or Estonian government sanction. The bidder must be the products’ authorised representative or reseller in Estonia and provide the manufacturer’s confirmation of that right. The bid must follow the prescribed price-sheet structure, accept all tender-document conditions and be unconditional.
