Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

A bidder may be excluded if it, or a person in its management, supervisory or representative roles, has a relevant final conviction within the last five years, or remains subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour or other forms of human trafficking. Exclusion grounds also include unpaid taxes or social security contributions, and convictions for enabling the unlawful employment of a foreign national, including paying less than the legally required wage. A bidder may be excluded if awarding the contract to it would breach an international or Estonian government sanction. Where permitted, the bidder may provide evidence of measures taken to restore its reliability. Tax debts below EUR 100, excluding interest not established by an administrative act, or debts for which payment has been rescheduled, are treated as described in the tender documents.

Qualification criteria and exclusion grounds

The provided documents do not specify qualification thresholds for financial capacity, experience or staffing; check the official tender documents for any further requirements. The bidder must confirm that its offer complies with the procurement documents and is unconditional. Prices must follow the structure set out in the evaluation criteria and assessable indicators sheet. Where equivalence is relevant, the bidder must explain it and provide supporting evidence; equivalent solutions and appropriate evidence may be accepted as provided for in the procurement documents. The bidder must also confirm that the goods offered are not subject to international sanctions and do not originate in sanctioned regions. If the offer contains trade secrets, the bidder must identify and justify them; price and other specified evaluation-related figures may not be designated as trade secrets. The bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents or entities established in Russia; are more than 50% directly or indirectly owned by such persons or entities; or act on their behalf or under their instructions.
