Real-time transmission of vessels’ IFCSUM cargo messages to Melilla

Summary

The contract covers the real-time transmission of IFCSUM messages containing cargo manifests and temporary-storage summary declarations for vessels arriving in Melilla. The supplier must receive messages accepted by Customs, convert them into the format used by Melilla’s systems, and forward them to the Melilla Port Authority and relevant public bodies through the national electronic data-exchange platform. The service must support message integrity and sender authentication checks, syntactic validation, message resending and five-year storage; backup copies must be retained for 15 days to support resending. User support must be available from 7:00 to 23:00 on weekdays and from 8:30 to 16:30 on Saturdays and national public holidays. The contractor must be able to change the communications method and adapt the system to new customs message formats. The contract runs for two years, with one possible two-year extension. The estimated value is €38,296 excluding tax, and the budget is €19,914 including tax. Price carries 70 points and the technical solution 30 points. The bid must describe the delivery strategy, the staff, equipment and technology to be used, and the workflow and communication arrangements with the contracting authority. Bidders must meet the stated financial and technical capacity requirements or hold the equivalent classification. Subcontracting is prohibited.
