Compliance requirements
The bidder may be excluded if, within the previous five years or while an exclusion period remains in force, the bidder or a person authorized to represent, direct or control it has been convicted of participation in a criminal organization, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour or other forms of human trafficking. The grounds also include tax or social security contribution debts in the bidder’s country of establishment or the buyer’s country. For Estonian tax debts, a debt below EUR 100 or a debt whose payment has been deferred is treated as specified in the notice. A further ground is a conviction for enabling a person staying in the country without legal grounds to work, or for enabling breaches of the conditions for employing a foreign national in Estonia. The bidder may also be excluded if awarding the contract would breach an international or Estonian government sanction. Where permitted for this procurement, the bidder may provide evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
The bidder must have organized archives for at least two local authorities or state institutions during 2022–2025, including transfer of archival records to the National Archives. The person responsible for performing the contract must hold either an archivist professional qualification at level 6 or an archive organizer professional qualification at level 4; include the person’s name and professional certificate number with the bid.
A mandatory on-site visit is a prerequisite for submitting a bid. Arrange the visit in advance with the municipal secretary and include the site-visit certificate specified in Annex III to the tender documents; without it, the bid will be considered non-compliant. Joint bidders must appoint an authorized representative and provide the relevant authorization. The bid must confirm acceptance of all tender-document conditions, must not be conditional, and must present the price using the structure specified in the pricing section. Identify any claimed trade secrets and explain the basis for doing so, or state that the bid contains no trade secrets.
