Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members or authorised representatives have, during the last five years, been finally convicted of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, unlawful use of child labour or trafficking in human beings. Exclusion may also result from a serious or repeated breach of a previous public contract that led to early termination, a price reduction, compensation for damage or a contractual penalty. The bidder must not have outstanding tax or social security payment obligations. There must also be no breach related to enabling an unlawfully staying foreign national to work, no risk of violating international or Estonian sanctions, and no breach of any participation restriction concerning the bidder’s country of origin or place of establishment set out in the tender documents. The bidder must provide the required declarations and, where necessary, information and evidence for verification. The tender must confirm that the goods offered are not subject to international sanctions and do not originate from a sanctioned region.

Qualification criteria and exclusion grounds

During the 60 months preceding the start of the procurement, the bidder must have properly completed at least three contracts for constructing a solar park on the roof of a building, with each solar park having a minimum capacity of 15 kW. The tender must include a list of these works; upon request, the bidder must provide confirmations from the clients concerning proper completion and the contract completion period. If relying on another entity’s capacity, the bidder must provide information about that entity, its ESPD, and, upon request, its consent confirming both the reliance on its capacity and its participation in contract performance at least to the relevant extent. In the case of a joint tender, separate ESPDs for all joint bidders and a power of attorney signed by the authorised representative must be submitted. The tender must include a fully completed bill of quantities in Excel format; all payment-item prices must be stated in euros to two decimal places, and the structure, names, descriptions, parameters, units of measurement or quantities specified in the bill of quantities may not be changed or deleted. In addition, the bidder must submit layout sketches for the solar panel installation solution for all buildings, including drawings showing the planned placement of panels on the roofs. The bidder must confirm that the tender includes all material, equipment and work costs necessary for completion and that it accepts the conditions of the contract notice and tender documents. A site visit is mandatory and requires prior registration with Andres Lehe at andres.lehe@transpordiamet.ee. The Tartu site visit is scheduled for 28 September 2026 from 10:00 to 10:45, the Pärnu site visit for 29 September 2026 from 13:00 to 14:00, and the Tallinn site visit for 30 September 2026 from 10:00 to 11:00. The bidder must also describe and justify any trade secret or confirm that the tender contains no trade secrets, and provide details of authorised persons not shown in the commercial register or confirm that no such persons exist.
