Assessment of the Economic and Social Returns of the Maspalomas Gran Canaria Consortium’s Investments
Summary
The contract covers an assessment of the economic, social and territorial impacts and returns of five investments carried out by the Maspalomas Gran Canaria Consortium. The projects are landscaping around the coastal slope and beach slide, transformation of the Maspalomas Municipal Market, climate control at the Ernesto Hernández swimming pool, rehabilitation of the Meloneras promenade and public lighting, and a coastal accessibility plan for San Bartolomé de Tirajana. The work includes document and statistical analysis, at least five on-site technical visits, at least 25 in-person interviews and five stakeholder participation sessions; surveys are to be used where appropriate. The contractor must produce a separate assessment report for each investment and a consolidated report with conclusions and recommendations, deliver two public presentations, and provide databases, calculations and editable files. The maximum delivery period is nine months, with bids allowed to propose eight, seven or six months. The budget is €62,000 excluding IGIC and €66,340 including 7% IGIC. The award scores the technical project at 40 points, automatically scored enhancements at 20, a shorter delivery period at 12 and price at 28. Bidders must demonstrate the required turnover and relevant experience, quality management, and availability of a team with the required qualifications.
