Conducting E-ITS preliminary audits in state general education schools

Summary

The procurement covers E-ITS preliminary audits of state general education schools to assess whether their information security management systems meet the requirements of the Estonian Information Security Standard and whether they are ready for the main audit. The work is risk-based and independent, and must identify key deficiencies, risks and areas for improvement. The procurement is divided into three regional lots: schools in Ida-Viru and Lääne-Viru counties; schools in western, central and southern Estonia; and schools in Harju and Rapla counties. Bids may be submitted for up to three lots, and one bidder may be awarded all three. The bidder must provide at least one lead auditor and enough members of the preliminary audit team to meet the workload and deadlines, including technical experts where necessary. For each institution, the bidder must submit a methodology, work-organisation and timetable description that complies with the technical specification. Prices must follow the prescribed structure, and conditional bids are not permitted.

Compliance requirements

The bidder and relevant representatives must declare whether they have grounds for exclusion, including convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking; unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation or suspended business activity; serious professional misconduct or agreements distorting competition; conflicts of interest or involvement in preparing this procurement; serious failures under previous contracts; false or withheld information, failure to provide requested documents, or improper efforts to obtain confidential information. The notice also addresses enabling the unlawful employment of foreign nationals, international sanctions, tax offences and restrictions based on the bidder’s place of establishment. The tax and social contribution threshold is stated as EUR 0; the notice explains that, under Estonian rules, a tax-debt certificate is not issued where the debt is below EUR 100 or payment has been rescheduled. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

For each lot, the bidder must provide a team including at least one lead auditor and enough pre-audit team members, such as auditors and, where necessary, technical experts, to match the workload and deadlines. The team must meet the requirements in section 5 of the technical specification; the precise role-specific requirements must therefore be checked in the tender documents. The bidder must submit a separate methodology, work-organisation and timetable description for each institution, meeting the technical specification, including sections 7.3 and 7.4. The offer must confirm compliance with the tender documents, be unconditional, and state its price using the prescribed structure. If submitting a joint bid, the bidders must appoint an authorised representative and provide the power of attorney. The bidder must identify any other authorised persons not shown in the relevant company register extract, providing their names and personal identification numbers, or confirm that there are no such persons. Any claimed equivalence must be explained and supported with evidence where applicable.
