Compliance requirements
The bidder may be excluded if it or a person authorised to represent, manage or control it has a relevant conviction within the previous five years, or an exclusion period imposed by a judgment is still in force. The grounds include participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking.
Exclusion may also apply for unpaid taxes or social security contributions, enabling the unlawful employment of a foreign national, or if awarding the contract would breach international or Estonian sanctions. For tax-debt evidence in Estonia, an amount below EUR 100 or a rescheduled debt is treated as described in the tender-passport document. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
The bidder must have completed at least 3 contracts during the previous 3 years that are comparable to this procurement. Comparable contracts may cover the sale, rental or supply of goods similar to the items in the relevant lot. Provide a list of the contracts, including their value, dates and the other contracting parties.
The offered equipment must meet the requirements in Annex 2, the technical specification and pricing form. Identify each product clearly by manufacturer, model and brand. Manufacturer specifications may also be provided as a separate document or by web link. The bid must be unconditional and confirm compliance with the tender documents; if equivalence is relied on, explain it and provide supporting evidence.
Provide the requested contract-signatory and contract-performance contact details. Joint bidders must appoint an authorised representative and include their power of attorney. Identify any claimed trade secrets and justify the claim; bid prices and other specified evaluation figures may not be classified as trade secrets. Confirm that the goods are not subject to international sanctions and do not originate from sanctioned regions.
