Compliance requirements
The bidder confirms that none of the exclusion grounds under § 95(1), points 1–5 of the Estonian Public Procurement Act applies. These grounds concern final convictions of the bidder or relevant representatives for participation in a criminal organisation, breach of the duty of integrity, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; enabling illegal employment or breaches of rules governing the employment of foreign nationals, including payment below the statutory wage rate; illegal child labour or human trafficking; outstanding state tax, contribution or environmental-charge debts, or tax or social security debts under the law of the bidder’s country of establishment; and contract award in breach of international or Estonian government sanctions.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or a similar register in its country of establishment if registration is required by that country’s law. The contracting authority will verify the details of bidders registered in Estonia; a foreign bidder must provide a valid copy of its registration certificate. This requirement applies to all three lots.
The bidder must confirm that it has reviewed the rules and instructions published on the contracting authority’s website and that its tender complies with the tender documents. For each lot, the bidder must provide the technical data for the offered goods and documents demonstrating compliance. The supplied text does not describe the award criteria; the precise conditions should be checked in the tender documents.
