Compliance requirements

The bidder must declare whether it or its relevant representatives have grounds for exclusion, including convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking. Other grounds include unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, creditor arrangements, court or liquidator administration of assets, or suspended business activity; serious professional misconduct; agreements intended to distort competition; an unmanageable conflict of interest; involvement in preparing this procurement where it creates an unremedied competitive advantage; serious or repeated breaches of earlier contracts; false or omitted information, failure to provide requested evidence, or attempts to improperly influence the procurement or obtain confidential information. National grounds also include enabling the unlawful employment of a foreign national, being subject to international sanctions, local tax debt where applicable, and conviction for tax offences. Each building must have a closed net floor area of at least 750 m² and be among the stated building types, including residential, care, accommodation, office, entertainment, educational, healthcare or other public buildings. At the contracting authority’s request, provide a list of the reference projects and client evidence that the works were properly performed in accordance with the contracts and good practice. - The team must include a construction project manager with a level 7 chartered construction engineer qualification or equivalent; separate site managers with at least a level 6 construction engineer qualification or equivalent for general construction, heating/ventilation/cooling, water supply and sewerage, high-voltage electrical installations, and low-voltage systems and automation; and a design manager with a level 7 chartered architect qualification or equivalent. At the contracting authority’s request, provide qualification evidence and each person’s written consent to participate in the project.
