The tenderer will be excluded if it or a person authorised to represent, manage or control it has been convicted of the specified serious offences, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, unlawful employment or human trafficking and illegal use of child labour. Exclusion also applies where the tenderer has outstanding tax, payment or environmental-charge debts. The contracting authority may exclude a tenderer that has seriously or repeatedly breached an earlier public contract, or provided false information or failed to submit requested qualification information or documents. Companies established in Russia or Belarus are not permitted to participate.

The tenderer must have properly completed at least three contracts for electrical construction works similar to this procurement during the 60 months preceding the start of the procurement. At least one contract must have been worth EUR 250,000 or more, excluding VAT. Submit a list stating each contract’s performance period, the other contracting party and its representative’s contact details, including telephone number and email address, and the procurement reference number where applicable. Evidence of proper completion must be provided on request unless the contracting authority can obtain it from a database without significant cost. The team must include a worker authorised to carry out the switching operations required for the works in the 0.22–20 kV network, excluding regional and distribution substations. For works limited to 0.22–1 kV, low-voltage switching authorisations are sufficient. Otherwise, both low- and medium-voltage switching authorisations are required, including when low-voltage work requires switching on the medium-voltage side. The authorised worker must be registered in Elektrilevi’s Partner Portal before tenders are opened. The tenderer must also have a person responsible for the work operation and a lead electrical worker with valid A-level competence and/or a qualification of at least level 6 under the Estonian Vocational Qualifications Act. Both must be registered in the Partner Portal before the tender submission deadline; the lead electrical worker must hold evidence of the required qualification when submitting the tender. Submit a compliant price table using the prescribed form and fill in every unit-price field. Conditional or qualified tenders are not allowed. The tender must include the contracting party’s requested information about the contract signatory and a contact person for contract-performance matters; attach a power of attorney if the signatory’s authority does not arise from the articles of association. Materials, equipment, goods and components used in the works must not be produced in or originate from Russia or Belarus; the contracting authority may request certificates of origin.
