Establishment of Paide Ambulance Base: Purchase of Furniture and Furnishings

Compliance requirements

The bidder must confirm that neither the company nor its representatives are subject to exclusion grounds, including final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. The bidder must also confirm compliance with tax and social security payment obligations and must not be bankrupt, insolvent, in liquidation or subject to comparable proceedings. Other exclusion grounds concern serious breaches of environmental, social or labour law, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement in a way that creates an unfair advantage, serious or repeated breaches of previous public contracts, the submission of false or incomplete information, failure to provide requested documents, and attempts to obtain confidential information improperly. The bidder must also confirm that no prohibited national exclusion ground applies, including unlawful employment of foreign nationals, status as a subject of international sanctions, or relevant convictions for tax offences. Where permitted, the bidder may provide information about remedial measures taken to restore its reliability.

Qualification criteria and exclusion grounds

For each lot for which it submits a tender, the bidder must have supplied the offered products under at least 2 contracts during the last 36 calendar months. The contracts must concern products matching the characteristics specified by the contracting authority for the relevant lot: lot 1, warehouse furniture or shelving; lot 2, bespoke furniture; lot 3, office and upholstered furniture; or lot 4, window coverings. The bidder must provide the description, total value, currency, scope of its responsibility, contract period, contracting authority and contact details, together with other requested evidence.
