Modernisation of the Vidin Composting Facility

Summary

The procurement covers the modernisation of a composting facility for separately collected biodegradable household waste at the Vidin regional non-hazardous waste landfill, serving the municipalities of Vidin and Kula. The contractor will carry out construction and installation works and supply, install and commission process equipment. The works include a 29 × 10 metre metal shelter over a new enclosed organic-waste treatment unit, receiving hopper and conveyors, and an upgrade of the existing open composting area using a specialised semi-permeable cover. The new unit is to provide automated high-temperature aerobic fermentation and hot-air drying. The precise scope is set out in the technical specification and design. The estimated value is EUR 654,389.70. Bids are evaluated on the lowest-price basis. The proposed works period must be 270–300 calendar days and include equipment delivery, installation, commissioning and staff training. Completion is due no later than 30 calendar days before the project deadline of 16 December 2027. The amended bid submission deadline is 6 October 2026 at 23:59. Bidders must demonstrate the required construction registration, turnover of at least EUR 1.2 million over the last three completed financial years, at least one relevant construction project completed during the previous five years, and the availability of a qualified technical manager and specialists.
