Purchase of patient connectors used in computed tomography examinations

The bidder may be excluded if the bidder, or a person in its management, administrative or supervisory bodies or authorised to represent, decide for or control it, has a relevant final conviction within the previous five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour or human trafficking. Where permitted, the bidder may provide evidence of measures taken to restore its reliability. Exclusion grounds also include unpaid taxes or social security contributions, enabling a foreign national who is unlawfully present to work or breaching the conditions for employing a foreign national in Estonia, and circumstances in which awarding the contract would breach an international or Estonian government sanction. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. The tax authority does not issue a tax-debt certificate where the relevant debt is under EUR 100 or payment has been rescheduled; foreign bidders’ certificates are governed by the law of their country of establishment.

The bidder must be entered in the business register required by the law of its country of establishment and provide registration details or evidence if requested. No specific turnover or previous-experience threshold is stated. The offer must include the completed Annex 1 detailed price form and a unit price in euros, excluding VAT, stated to two decimal places and submitted in the required pricing format. The bidder must have the manufacturer’s or an authorised supplier’s authority to represent and sell the offered product and provide technical support, supported by documentation. The bidder must provide manufacturer certificates or confirmations showing that the product is suitable for use with the ULRICH INJECT CT MOTION computed tomography injector. The offer must also include user instructions in Estonian and English and technical instructions in English. If applicable under the relevant legislation, the bidder must provide a copy of the CE conformity declaration or certificate; if CE marking is not legally required, the bidder must state this explicitly. The contracting authority may request product samples during the procedure. If requested, the bidder must deliver them within three working days of the request, unless the contracting authority has previously approved a justified extension. The samples will be checked for compliance with the tender requirements and the contracting authority’s needs. Failure to provide them on time may result in rejection of the offer; sample and delivery costs are not reimbursed.
