Land sale for residential development in Oldebroek West 3

Summary

The Municipality of Oldebroek is selling plots in the Oldebroek West 3 development area on condition that the purchaser develops and builds up to 30 homes at its own cost and risk: up to 10 mid-priced apartments, up to 14 lower-priced or affordable waterside houses, and up to 6 affordable or mid-priced houses. The municipality will provide the plots as serviced land unless otherwise agreed. The developer must obtain the necessary permits, build the homes with the required outdoor areas, landscaping and parking, and manage communications with local residents and other stakeholders. The development must comply with the Oldebroek West 3 planning and design requirements, including the number and price-segment mix of homes, parking standards, landscaping and climate-adaptation measures, and requirements for storage and bicycle parking. Construction disruption must be minimised and an appropriate community-management plan prepared. Homes must be fully electric, with no fossil fuels used for energy; the developer is responsible for the bank protection along the waterside homes. The minimum total land bid is €1,342,840.50 excluding VAT and must also meet the minimum rates for each housing segment. The procedure has two stages. First, candidates submit an application with the required forms, references and evidence. If more than three candidates qualify, up to three are selected for the next stage. In the second stage, selected candidates submit a development plan, sketch design and land purchase bid; price is an intended award criterion weighted at 30%, while quality is weighted at 70%.
