Design and construction works to improve the energy efficiency of Võru wastewater treatment plant

The tenderer must confirm that neither the company nor its management, supervisory body members, authorised representatives or controllers has been finally convicted within the last five years, or remains subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The tenderer must also confirm that it has no outstanding tax or social security payment obligations. National exclusion grounds cover enabling the employment of a foreign national without a legal basis and being subject to international sanctions. Participation is not permitted for companies established or resident in Russia or Belarus. If first-tier subcontractors are used during contract performance, the contracting authority will check their exclusion grounds; second-tier and subsequent subcontractors will not be checked, and subcontractors are not required to submit a European Single Procurement Document. Where applicable, the tenderer must provide the required declarations and information and may describe measures taken to restore its reliability where legally permitted.

The tenderer’s average annual turnover for the period from 1 January 2023 to 31 December 2025 must be at least EUR 400,000. Within the 120 months preceding the start of the procurement, the tenderer must have properly completed at least two contracts involving the construction, reconstruction or energy-efficiency improvement of a wastewater treatment plant’s process, equipment, electrical or automation solution. At least one contract must have concerned a wastewater treatment plant with a designed capacity of 5,000 population equivalents, and at least one contract must have included the installation or upgrade of a wastewater treatment plant remote monitoring and control system (SCADA). The tender must include a qualified team consisting of a project manager and site manager, each holding a level 6 water supply and sewerage engineering qualification specialising in external water supply and sewerage and construction management, a design team manager holding a level 7 diploma-level water supply and sewerage engineering qualification specialising in external water supply and sewerage and design management, and an electrical, automation and SCADA specialist holding Class B electrical competence or an equivalent qualification. One person may perform both the project manager and site manager functions if both sets of requirements are met. The tenderer or relevant subcontractor must be registered in the Estonian Register of Economic Activities, or in an equivalent professional register in its country of establishment, for construction of public water supply and sewerage systems and for the design and construction or installation of electrical installations. The required forms include the key person’s employer confirmation where applicable, the tenderer’s team form, the subcontractor form, the unit-price schedule, a power of attorney if the tender is signed by a person without signing authority, and the joint tenderers’ confirmation where applicable. Each listed subcontractor must provide written consent to participate. If a subcontractor’s references are used to meet the qualification requirements, that subcontractor must submit a separate European Single Procurement Document. The tenderer must confirm compliance with the procurement documents and explain and prove equivalence where relevant, identify any trade secrets with reasons, and submit the required tender notice form.
