Summary

The procurement covers winter maintenance of the roads and streets of Kohila municipality in 2026–2029 and is divided into four maintenance areas: Area 1 covers the villages of Pahkla, Angerja, Salutaguse, Loone, Mälivere and Urge, and Prillimäe small town; Area 2 covers Aespa small town and the villages of Vilivere, Urge and Vana-Aespa; Area 3 covers Kohila town and the villages of Masti, Urge, Pukamäe, Loone, Lohu, Mälivere and Kadaka; Area 4 covers Hageri small town and the villages of Hageri, Masti, Aandu, Rootsi, Kadaka, Vana-Aespa, Sutlema, Lümandu, Põikma, Rabivere, Adila and Pihali. Bids may be submitted for all lots, and one bidder may be awarded all four. The bidder must ensure the necessary equipment is available and provide an equipment list, follow the required bid and pricing formats, and submit a price schedule for each lot bid for. Conditional bids are not allowed. Joint bidders must include a power of attorney. The bidder must also meet the registration, sanctions-compliance and other requirements set out in the tender documents.

Compliance requirements

The bidder must declare whether the company or its relevant representatives have final convictions within the preceding five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour and other forms of human trafficking. The bidder must also declare whether it has outstanding taxes or social security contributions; breached environmental, social or labour-law obligations; entered bankruptcy, insolvency, liquidation or a comparable situation; had its assets administered by a liquidator or court; suspended its business; committed serious professional misconduct; made agreements intended to distort competition; has an unmanageable conflict of interest or an advantage from involvement in preparing this procurement; had a previous public contract terminated early or incurred damages or comparable sanctions; or submitted false or misleading information, withheld required information or documents, or improperly sought confidential information. National grounds also cover enabling an unlawfully present foreign national to work, international sanctions and convictions for tax offences. The bidder may be asked to explain any such circumstances and, where permitted, provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

For all four lots, the bidder must be entered in the Estonian Commercial Register or an equivalent register in its country of establishment and provide the registration details. The bidder must have the equipment and technical resources required to perform the contract and submit the required equipment list with its tender, confirming that the listed equipment will be available. The notice refers to Forms 3 and 4 for this list; check the tender documents for the applicable form. The bidder must also state the share of the contract it intends to subcontract. For a joint tender, the bidders must appoint an authorised representative and include the relevant power of attorney. The tender must comply with the tender documents, be unconditional, follow the required pricing structure and include the price schedule for each lot bid for.
