The contract covers winter maintenance of county roads and sidewalks in the Municipality of Ślemień over three seasons: 1 November 2026–15 April 2027, 1 November 2027–15 April 2028, and 1 November 2028–15 April 2029. The service covers 11.321 km of roads and 4.695 km of sidewalks. Work includes clearing snow from roads and sidewalks, treating winter slipperiness, removing snow from built-up areas when required, and clearing abrasive spreading material from roads no later than 30 days after the winter-maintenance operation ends. The contracting authority determines when operations begin and which maintenance mode applies; performance is monitored by GPS. The bidder must have performed at least one comprehensive winter-maintenance service under a single contract on at least 5 km of roads during the previous three years, and must have the specified snow-clearing and anti-icing equipment, including separate equipment for sidewalks. Drivers must be employed under employment contracts. The bid must include the required forms and declarations and provide unit prices. The award criteria are price (60%), the time to provide a replacement vehicle in case of breakdown (20%), and response time to a telephone request (20%).
