Replacement of metal fire-rated and external doors in Enefit Power OÜ buildings

The bidder must confirm that none of the exclusion grounds in Sections 95(1)(1)–(5) of the Estonian Public Procurement Act applies. These grounds cover specified convictions involving criminal organisations, breaches of integrity, corruption, fraud, terrorism, money laundering or terrorist financing; specified offences relating to illegal employment, foreign workers’ working conditions or pay, child labour or human trafficking; outstanding tax, duty or environmental-charge debts; and a contract award that would violate an international or Estonian government sanction. The bidder must disclose known circumstances that could indicate a conflict of interest on the contracting authority’s side or an unfair competitive advantage arising from participation in preparing the procurement or another connection with the contracting authority. If such circumstances exist, provide a free-form explanation identifying the person concerned, the nature of the connection and the information or other relevant circumstances. The contracting authority will assess the information and take measures to prevent distortion of competition before considering exclusion on this basis.

The bidder must be registered in the business register of its country of establishment where registration is required by that country’s law. Bidders established in Estonia do not need to submit a copy of their register documents. The bidder and/or its subcontractor must have completed at least one contract similar to the subject of this procurement, involving construction and/or repair work, during the 60 months preceding the start of the procurement. Submit Form 2, listing the contract name, a brief description, performance period and the other contracting party. The bidder must confirm that the listed work was performed properly and in accordance with the contracts and good practice. The bidder and/or its subcontractor must have qualified personnel responsible for carrying out the work. This must include a person leading the construction work with a professional certificate as Construction Site Manager, level 5, or equivalent or higher. Submit the responsible specialists list using Form 3 and copies of documents proving their qualifications and competence. For qualifications obtained abroad, submit the relevant evidence with the bid; any recognition or notification required under Estonian law must be completed before the relevant work begins. Subcontractors may be used. If they are planned, state the size and nature of the contract portion they will perform and submit the completed subcontractor list. Any company whose resources or references are relied upon, including a subcontractor, must be identified in the procurement register. Submit a brief description and/or product sheet for the proposed doors so the contracting authority can verify compliance with the tender requirements. The bid price must follow the prescribed pricing structure, and all yellow-marked fields in Form 1 (Bid Form) must be completed; rows may not be deleted. The bid must accept all tender conditions without qualification. Where an equivalent product or solution is offered, explain the equivalence and provide supporting evidence. For a joint bid, appoint an authorised representative and include the power of attorney.
