Bidders originating from third countries are excluded. For this procurement, a third country is a country that is not an EU Member State, an EEA country, a party to the WTO Government Procurement Agreement, or a country with which the EU has a reciprocal free trade agreement containing public procurement provisions. Qualification criteria and exclusion grounds

The bidder’s annual sales revenue must have been at least EUR 430,000 in each of the last three completed financial years: 2023, 2024 and 2025. The bidder must have delivered at least one process monitoring and control system for mechanical stamping presses within the 36 months preceding publication of the contract notice. The reference must include the customer’s name and contact details, a short description of the delivered device, and the acceptance date stated as month and year. Bidders established outside Estonia may be required to submit signed financial statements or equivalent evidence. The tender must include the completed technical requirements form in Annex 1 and the relevant technical specifications. If the tender is submitted jointly, the joint tenderers must appoint an authorised representative and submit the power of attorney. The bidder must confirm compliance with all procurement document requirements; conditional tenders are not permitted. Any proposed equivalence must be explained and supported by appropriate evidence. The bidder must accept the specified payment terms and contractual penalty provisions. The offered warranty must be at least 12 months from acceptance, must be included in the total tender price and must not depend on the number of shifts or machine operating hours. The bidder must be able to respond to fault notifications within three working days during the specified working hours and, when required during the warranty period, send an onsite technician to the buyer’s production premises within ten working days. Trade secrets must be identified and justified, while tender prices and evaluation-related numerical indicators may not be classified as trade secrets.
