The bidder must have properly completed at least three implementations of the OIXIO Baltic Payroll and Personnel solution on the Microsoft Dynamics 365 Finance platform during the 36 months preceding the start of the procurement procedure, calculated from the contract notice publication date. At least one reference project must have covered all three Baltic countries: Estonia, Latvia and Lithuania. Implementation work completed within the 36-month period may also qualify even if development and maintenance work is still ongoing. The bidder must provide contract details, including a description, dates, information about the other contracting parties and the number of software end users; the contracting authority may contact the other party for further information. The team must include at least one project manager, two payroll and personnel solution consultants, and two payroll and personnel solution developers. The required roles must be performed by different specialists, with at least three distinct roles covered. During the last three years, the project manager must have led at least two OIXIO Baltic Payroll and Personnel implementation projects, with at least 200 hours of project-manager work per project and a project duration of at least six months. The consultants must have worked as consultants on at least two such projects, each involving at least 1,000 hours of work and lasting at least six months; one must have covered all three Baltic countries. The developers must have participated in at least two such projects, each involving at least 300 development hours and lasting at least six months; one must have covered all three Baltic countries. The bidder must hold an ISO/IEC 27001 information security management system certificate.
