Compliance requirements

The bidder must confirm that no exclusion ground under section 95(1) of the Estonian Public Procurement Act applies. Before concluding the contract, the contracting authority will verify the absence of these grounds through the public procurement e-environment and may require supporting evidence. The bidder must also confirm that it will not involve, during contract performance, a subcontractor who would have to be replaced under section 122(7) of the Estonian Public Procurement Act. The bidder must comply with the contracting authority’s restriction concerning the bidder’s place of establishment or residence and must have the legal right to submit a tender under the applicable public procurement legislation. The requirements apply to all lots.

Qualification criteria and exclusion grounds

The bidder must be registered in the Financial Supervision Authority’s insurance intermediaries register; the contracting authority will verify this registration independently. The bidder must have at least three years of experience providing insurance brokerage services covering all service elements described in the technical specification. The experience must be based on properly performed insurance brokerage service contracts from the last three years, with at least one contract for each year, meaning at least three contracts in total. The bidder must submit a list of these contracts, including their value, dates and contracting parties. The tender must comply with all conditions set out in the procurement documents and must not be conditional. The tender price must be submitted according to the structure specified in the price and evaluable indicators sheet. The bidder must identify any information considered a trade secret and provide reasons for that classification. The tender price and other numerical indicators describing the tender in relation to the award criteria may not be classified as trade secrets.
