The bidder must declare whether it or its relevant representatives have final convictions within the applicable period for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour and human trafficking. Other grounds include unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, an arrangement with creditors, court or liquidator administration of assets, suspended business activity, or a comparable situation; serious professional misconduct; agreements intended to distort competition; an unresolved conflict of interest or involvement in preparing this procurement that creates an unpreventable competitive advantage; significant or repeated failures under previous contracts resulting in early termination, damages or comparable sanctions; and false or misleading statements, withholding information, failure to provide requested documents, or improperly seeking confidential information or influencing the procurement decision. National grounds also cover enabling a foreign national to work without a lawful basis or in breach of applicable employment conditions, being subject to international sanctions, and certain tax-related offences. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. Where legally available, the bidder may provide evidence of measures taken to restore its reliability.

The bidder must be registered in the relevant business register. Its average annual turnover in fields related to the contract—computer equipment rental, technical support services, computer-related training, and rental of intellectual property and similar services—must have been at least EUR 50,000 over the 2024 and 2025 financial years. The bidder must also have successfully completed or be performing at least one contract comparable in content, scale and complexity to this procurement during the last three years.
