The bidder may be excluded if it is not legally entitled to submit a tender under the national participation restrictions set out in the procurement documents, including any restriction based on the bidder’s country of establishment or residence. The specific scope of any such restriction must be checked in the procurement documents. The bidder must answer the related confirmation in its tender.

The bidder’s net turnover must have been at least EUR 300,000 in each of the two most recently completed financial years, 2024 and 2025. The contracting authority will check public databases; if the information is unavailable there, the bidder must provide documentary evidence or a confirmation with its tender. The bidder must have properly completed at least one similar construction project during the 60 months preceding the launch of the procurement. At least one reference building must have a footprint of 500 m² or more. Work may have started before that 60-month period, but it must have been properly completed and handed over to the client within it. The bidder may have acted as main contractor, joint bidder or subcontractor, provided it carried out or was substantively responsible for similar works. Similar projects are turnkey design-and-build projects involving the design and construction or reconstruction of an office, commercial, production, warehouse or other building with a comparable technical purpose. Submit Form 1 for each reference, stating a brief description, performance period, client name and contact details, and confirming proper completion. The bidder must hold a valid Estonian Register of Economic Activities notice for construction activity, or an equivalent registration or permit under the law of its country of establishment. Non-Estonian bidders must provide evidence from a competent authority or a copy of the relevant licence or registration. The construction team must include an object manager who has a higher education degree in construction and at least level 6 construction manager professional qualification, and who is present at the site throughout construction to the extent needed to perform the role properly. The team must also include a project manager with a higher education degree in construction and at least level 6 construction manager professional qualification. Provide the required confirmations and both managers’ details in Form 1; the successful bidder may be asked to submit supporting education and qualification documents before contract signature. The tender must comply with the procurement documents, be unconditional, follow the prescribed price submission structure and include evidence of equivalence where relevant. If submitting jointly, the bidders must appoint an authorised representative and attach a power of attorney. The bidder must also confirm that it has reviewed the documents and that the information provided is sufficient to prepare its tender; an on-site visit is optional.
