Partial reconstruction of the Käina 35/10 kV Kopli main feeder in the villages of Nõmme, Selja, Kaigutsi and Männamaa, Hiiumaa municipality, Hiiu County, Stage I (IP7013)

The bidder must confirm that no mandatory exclusion grounds apply. These include specified convictions of the bidder or its relevant representatives for organised crime, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; offences involving the unlawful employment of foreign nationals, child labour or human trafficking; unpaid taxes or social security contributions; and applicable international sanctions. The contracting authority may also exclude a bidder for breaches of environmental, social or labour obligations; insolvency or similar circumstances; serious professional misconduct; anti-competitive conduct; an unmanageable conflict of interest or distortion of competition arising from involvement in preparing the procurement; serious or repeated failures under previous public contracts; false or withheld information; attempts to improperly influence the contracting authority or obtain confidential information; certain tax offences; or lack of the legal right to submit a bid. The bidder must confirm that these grounds do not apply. Bidders established in Russia or Belarus may not participate.

The bidder must meet these requirements, which apply to all lots: - Financial capacity: Net turnover must have been at least EUR 500,000 in each of the bidder’s last three completed financial years. Submit extracts from the annual accounts showing turnover for those years, unless the information is publicly available to the contracting authority from a register. At the bid submission date, at least six months must have passed since the end of the latest completed financial year. - Similar experience: During the 60 months preceding the start of the procurement, the bidder must have properly completed at least three contracts involving electrical construction work similar to this contract. At least one must have had a value of EUR 500,000 or more excluding VAT. Submit a list stating each contract’s performance period, the other contracting party’s details and a contact person’s telephone number and email address; include procurement reference numbers for public contracts. Evidence of proper completion must be provided if requested, unless the contracting authority can obtain it from databases without significant effort. - The team must include a person with valid switching rights for the switching operations required for the work, registered in Elektrilevi’s partner portal before the applicable deadline. For this 10 kV network work, both low-voltage and medium-voltage switching rights are required. The switching-rights training rules in document J387 apply. - The bidder must have a person responsible for the work operation, registered in Elektrilevi’s partner portal before the bid submission deadline. The relevant requirements are described in documents J31 and J3284. - The team must include a person leading the electrical work who holds valid A-level competence and/or a qualification of at least level 6 under the Qualifications Act, has the relevant evidence by the bid submission date, and is registered in Elektrilevi’s partner portal before the bid submission deadline. - The bid must use the prescribed price-table form and complete every unit-price field. Conditional bids or bids with additional conditions are not permitted. Provide the contract signatory’s name, title and contact details, identify the person responsible for contract-related communications, and include a power of attorney if signing authority is not based on the articles of association. Joint bidders must appoint an authorised representative and provide their power of attorney.
