The bidder must declare whether it or its representatives have relevant convictions, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and illegal use of child labour or human trafficking. Other grounds include failure to pay taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, an agreement with creditors, suspended business activity or a comparable situation; serious professional misconduct; agreements intended to distort competition; conflicts of interest; involvement in preparing this procurement where that creates an unavoidable competitive advantage; serious or repeated failures under earlier public contracts, including early termination, damages or comparable sanctions; and false or misleading information, withholding information, failure to provide requested documents, or improper attempts to influence the procurement or obtain confidential information. The bidder must meet these financial and experience requirements: - Average annual turnover in the contract-related field of at least EUR 500,000 over the last three financial years. - Within the 60 months before publication of the contract notice, at least two properly completed contracts similar to this procurement, involving reconstruction of water supply and sewerage systems in an administrative, office or educational building with a closed net floor area of at least 1,000 m². Provide evidence of the completed work and client details. The bidder must include qualified specialists for delivery and design, and submit a CV and list of relevant completed work for each person using the contracting authority’s forms. The specified minimum qualifications, or equivalent qualifications, include: construction works project manager—building construction engineer, level 6, or construction manager, level 6; site manager—construction works manager, level 5 or equivalent; responsible specialists for HVAC, water supply and sewerage, electrical works, fire alarm/access control/security/video surveillance systems, and building automation; and design project manager, architect, structural designer, HVAC designer, water supply and sewerage designer, electrical installations designer, fire safety designer, security systems designer and building automation designer. The notice specifies professional qualifications at levels 5, 6 or 7 for these roles, depending on the role, or equivalent; building automation specialists must have relevant training, proven experience and competence.
