Compliance requirements
The bidder will be excluded if the bidder or a relevant management, supervisory or representative person has been convicted of participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, unlawful employment of foreign nationals, breaches concerning the employment conditions or remuneration of foreign nationals, unlawful use of child labour or human trafficking. Exclusion also applies where the bidder has outstanding state tax, public charge or environmental charge debt, or tax or social security payment debt under the law of the bidder’s country of establishment, or where awarding the contract would breach an international or Estonian government sanction. The bidder must submit a free-format confirmation that none of the exclusion grounds applies.
Qualification criteria and exclusion grounds
The bidder’s turnover must have been at least EUR 2.5 million in each of the last two years. Turnover must be reported by year using form LVTJ A form 4 Financial Data. The bidder’s main activity must include programming industrial controllers and SCADA systems, and the bidder must employ suitably qualified and experienced programmers; subcontracting is not permitted. The bidder must be a Siemens-certified Siemens Solution Partner and have at least five years of programming experience with SIMATIC-series PLCs and SCADA software. The bidder must have experience programming SCADA systems for infrastructure water systems with at least 2,000 variables (tags), and experience programming PLCs for infrastructure water systems with at least 200 input/output signals. The bidder must be capable of configuring and troubleshooting ProfiNet and Profibus networks, and of visualising the technical systems of the Laseri water treatment plant, Laseri water intake, Aardla water intake, wastewater pumping station and water sales system in the SCADA system to be established at Tartu Veevärk’s control centre at Tähe Street 118, Tartu. The existing conventions, data and alarm display and information archiving system used by Tartu Veevärk must be followed without deviations. The bidder must have a 24/7 response-ready maintenance team that has operated for at least five years and must currently have at least five valid maintenance contracts. The team must include: a project manager with higher education in electrical engineering or automation, at least a master’s degree, who has managed at least three contracts during the previous five years involving the creation or modernisation of SCADA systems for water treatment or wastewater treatment remote monitoring or control systems serving a water company with more than 5,000 inhabitants; an electrical and automation specialist with higher education in electrical engineering or automation, an Electrical Works Competence Class B qualification or equivalent certificate from the country of establishment, and participation during the previous five years in at least three relevant SCADA creation or modernisation projects for a water company serving more than 5,000 inhabitants; and a programmer who has performed programming work related to the creation or modernisation of SCADA systems in at least three projects during the previous five years and has completed manufacturer training in programming PLCs. The relevant conditions must have been fulfilled and/or the work accepted by the client during the five-year period of 60 calendar months ending 12 calendar months before the start of this procurement procedure. By the start of the procedure, the relevant work must be completed and have been in use for at least one year. The bidder must provide the required qualification information using LVTJ A form 3 Qualification Requirements Compliance. The bid must comply with all procurement documents; conditional bids are not allowed. The bidder must submit the authorised representative’s power of attorney using LVTJ A form 5, complete the component-price table using LVTJ A form 2, and complete the bid notice using LVTJ A form 1.
