Enhancement of the Smart Customs Declaration Processing System iMDAS and Maintenance and Support Services for MDAS

Summary

The tender covers enhancement of Lithuania’s Smart Customs Declaration Processing System iMDAS and maintenance and support services for the Customs Declaration Processing System MDAS. iMDAS enhancement services will be provided for 36 months, while MDAS maintenance and support services will initially be provided for 24 months, with possible extensions up to a total of 36 months. The work includes, among other things, developing declaration-processing functions and user portals, updating system interfaces and creating up to five new interfaces, improving security and accessibility, carrying out a one-time data migration, and providing maintenance, incident resolution and user support. Tenders must cover the entire procurement scope; proposing an alternative product instead of the existing system is not permitted. Tenders will be evaluated using a price-quality ratio: price carries 40 points and quality 60 points. Quality points are mainly based on the additional project experience of the proposed specialists, including experience applying European Commission Directorate-General for Taxation and Customs Union requirements and working with the specified technologies.
