Compliance requirements
The bidder must confirm that it, its management or supervisory board members, procurists and other persons authorised to represent or control it have not been convicted of offences involving participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism, money laundering, enabling illegal employment, breaches of foreign workers’ employment conditions, illegal child labour or human trafficking. Outstanding state taxes, public charges, environmental charges, or tax and social security contributions are also grounds for exclusion. The contracting authority may additionally exclude a bidder for a serious or repeated breach of previous public contracts, submitting false information about compliance with qualification requirements, or failing to submit required documents. Companies established or resident in the Russian Federation or the Republic of Belarus may not participate. Materials, equipment, goods or components produced in or originating from Russia or Belarus may not be used in the works; the contracting authority may request certificates of origin.
Qualification criteria and exclusion grounds
Within the 60 months preceding the start of the procurement, the bidder must have properly completed at least three contracts for electrical construction works similar to the subject matter of this contract. At least one of them must have a value of at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts, including the performance period, information about the other contracting parties, the client representative’s contact details, and procurement reference numbers where applicable. Evidence of proper performance must be provided upon request. The team must include a person holding valid switching rights for work on 0.22–20 kV electricity networks. For low-voltage works only, at least low-voltage switching rights are required; in other cases, both low- and medium-voltage switching rights are required. This person must be registered in Elektrilevi’s partner portal before bids are opened. The team must also include a person responsible for the work operation, registered in the same portal before the bid deadline, and a person leading the electrical works who holds valid A-level competence or a qualification of at least level 6 under the Professional Qualifications Act, supported by the relevant certificate. The bid must include a properly completed price table with all unit-price fields filled in, be unconditional and comply with the procurement documents. Details of the contract signatory and contact person must be provided, together with a power of attorney where necessary. Consortium bidders must submit a consortium power of attorney. Any trade secret must be identified and justified; the bid price and other prohibited evaluation figures may not be classified as trade secrets.
