Compliance requirements
The bidder must declare whether it or any person authorised to represent, manage or control it has, within the relevant period or while an exclusion period remains in force, been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour or human trafficking. The declaration also covers serious breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, creditor arrangements, court- or liquidator-managed assets, suspended business activity or comparable situations; serious professional misconduct; agreements intended to distort competition; conflicts of interest that cannot otherwise be avoided; involvement in preparing this procurement where an resulting competitive advantage cannot otherwise be prevented; and significant or repeated breaches of earlier public contracts resulting in early termination, damages, price reductions or penalties.
Exclusion may also apply for unpaid taxes or social security contributions, including a local tax debt where provided for; enabling a foreign national without a lawful basis to work or breaching applicable employment conditions; being subject to international sanctions; conviction for tax offences; submitting false information, withholding required information or documents, or improperly seeking confidential information or influencing the procurement decision; and being barred from participation based on the bidder’s place of establishment. The tax-debt threshold stated in the notice is EUR 0; the notice explains that a tax-debt certificate may not be issued for debt below EUR 100 or where payment has been rescheduled. Where the applicable rules allow, the bidder may provide evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
The provider must have suitable service premises in Tallinn. The nearest public transport stop must be no more than 500 metres away by a usual, safe walking route. The bidder must provide the address and confirm that the premises will meet the technical requirements by the start of service delivery.
The bidder must provide two specialists. Each must hold at least an applied higher education or bachelor’s degree in psychology or social work and have at least one year of work experience in child and family services, child protection, social work or psychology. Both must speak Estonian at C1 level and know Russian well enough to provide the service to the required standard. Submit a CV and a copy of each specialist’s qualification document. For qualifications obtained abroad, include an ENIC/NARIC assessment. Also confirm the required language skills.
The price must follow the structure specified in the pricing schedule, be stated in euros to two decimal places, and include all costs of delivering the service. Zero or negative prices are not permitted. A conditional bid is not allowed; submission confirms acceptance of the tender-document conditions. If equivalent solutions are offered where applicable, explain the equivalence and provide supporting evidence. Joint bidders must appoint an authorised representative and provide the relevant authorisation. The bidder must identify and justify any information claimed as a trade secret; price and other specified evaluation figures cannot be classified as trade secrets. The bidder must confirm that neither it nor persons acting on its behalf have engaged in corrupt conduct in this procurement. Participation is restricted to businesses established in Estonia, another EU Member State, an EEA contracting state or a country party to the WTO Government Procurement Agreement.
