Delivery of the socio-educational and psychosocial intervention programme
Summary
The tender seeks an integrated socio-educational and psychosocial intervention service for children and families in Eibar. It covers support for minors and their families facing risk or mild-to-moderate protection needs, work in open community settings with young people aged 9–18, family therapy, community-based support to integrate migrant young people, and technical guidance for Eibar’s social-services staff. Work takes place in family homes, public spaces and the community. The provider must organise the required team, case plans, coordination, reporting and continuity of service. The team comprises six family educators with a combined commitment of 5.65 full-time equivalents, one social integration worker at 50% time for the Gazte Kide programme, and two full-time psychologist-psychotherapists. Staff must have relevant higher education, at least two years of relevant experience and Basque language proficiency at C1/PL3 level; staff working with minors must provide specific criminal-record certificates concerning sexual offences. The bid must include an intervention project, a coordination proposal, an evaluation proposal and a price offer. Bidders must achieve at least 50% of the points available for qualitative criteria to proceed. The project document is limited to 20 pages and 100,000 characters, in Arial 11. The estimated total contract value is EUR 1,697,927.50. The contract runs from 1 January 2027 to 31 December 2028, with an option for one further year through the end of 2029.
