Coffee and tea

The bidder must confirm that none of the exclusion grounds applies to the company or its relevant representatives. These grounds include convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking; unpaid taxes or social security contributions; bankruptcy, insolvency, liquidation or similar proceedings; suspension of business activities; serious professional misconduct; agreements restricting competition; conflicts of interest; involvement in preparing the procurement in a way that creates an unfair advantage; serious or repeated breaches of earlier public contracts resulting in termination, compensation or penalties; submission of false or misleading information, failure to provide required information or documents, or attempts to influence the contracting authority improperly. The bidder must also confirm that no applicable national exclusion ground exists, including unlawful employment of a foreign national, being subject to an international sanction, or relevant convictions for tax offences. Where permitted, the bidder may provide information about remedial measures demonstrating reliability. Tax and social security debt thresholds are stated as EUR 0; the notice also explains that an Estonian tax authority certificate is generally not issued where the debt is below EUR 100 or payment has been deferred.

The extracted documents do not set out separate financial, technical-capacity, turnover, experience or staffing qualification thresholds. Participation requires submission of a compliant tender for one or more of the three parts: tea, ground coffee and coffee beans; tenders may be submitted for up to three parts. The bidder must submit the required contact details for the person authorised to sign the framework and procurement contracts and the person designated as the contract-performance contact, including any necessary power of attorney. The tender must follow the required price structure and the technical description and must include the completed technical description and tender form in Annex I and a product information sheet. For parts 2 and 3, one coffee pack in its original packaging must be submitted as a sample before the tender deadline. The sample package must state the procurement title, reference number and bidder's name and must be delivered in a sealed, marked package to H-corpus, Ravi 18, Tallinn, for the attention of Ulvi Malmet. The bidder must confirm compliance with the procurement documents, explain and evidence equivalence where applicable, and identify and justify any trade secrets. The offered goods must not be subject to international sanctions or originate from sanctioned areas. The bidder must also confirm that subcontractors and suppliers representing more than 10% of the contract value are not Russian nationals, residents or entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or persons acting on their behalf or instructions.
