The successful tenderer must not be subject to any exclusion grounds specified in Section 95(1) of the Estonian Public Procurement Act. The tenderer must confirm the absence of these exclusion grounds.

No separate selection or qualification criteria are specified in the machine-readable notice. The tender must comply with all procurement documents, and conditional tenders are not permitted. The tenderer must submit a completed technical tender form, a completed price submission using the required structure, supporting materials such as product sheets or other documentation, and maintenance plans describing the work, required time and frequency for both the warranty and post-warranty periods. The tenderer must be the manufacturer’s official representative in Estonia and provide an authorization letter, certificate or equivalent proof. During contract performance, including both the warranty and post-warranty periods, the tenderer must have a qualified medical equipment service engineer or technician who has received manufacturer training for servicing and repairing the offered device. The tenderer must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. If an equivalent product, standard or proof is offered, its equivalence must be explained and supported with evidence where required.
