Design works to improve the energy efficiency of the heritage building at Õpetaja Street 10

The bidder must confirm that the company, its management or supervisory board members, procurists and persons authorised to represent or control it have not been finally convicted within the last five years of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, unlawful use of child labour or human trafficking offences. No statutory exclusion obligation may otherwise apply. The bidder must not have breached its obligations to pay taxes or social security contributions. For tax debt, the notice states that tax debt certificates are not issued for debt below EUR 100 or for tax debt that has been deferred. The bidder must also confirm that awarding the contract would not breach an international or Estonian sanction and that it has not breached obligations concerning the employment of unlawfully residing foreign nationals. If an exclusion ground applies, the bidder may, where permitted by the tender conditions, submit evidence of measures taken to restore its reliability. Tax and social security obligations must be settled before submission of the tender, or a binding agreement for their payment must have been concluded.

Within the 36 months preceding publication of the contract notice, the bidder must have completed at least one similar building design project as the main contractor, at least to the detailed design stage. Eligible projects include the design, reconstruction or new construction of residential buildings, office buildings, entertainment buildings, museums, libraries, educational or research buildings, hospitals and other healthcare buildings. The designed building or building section must have had a floor area of at least 500 m², and one reference project must meet all of these requirements. The bidder must provide a description of the work, its value, the period, the client and contact details, and the bidder’s area of responsibility. The tender must comply with the procurement documents and must be unconditional. The tender price must be submitted in the structure specified in the procurement procedure. For a joint tender, a power of attorney from the joint tenderers must be included. The bidder must identify any trade secret and provide reasons for that classification; the tender price and other prohibited evaluation figures may not be classified as trade secrets. Where necessary, an explanation and evidence of equivalence must be provided.
