Compliance requirements
The bidder may be excluded for final convictions within the applicable period involving participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking, as well as for specified tax offences. The grounds also cover unpaid taxes or social-security contributions, subject to the applicable legal rules, including the stated treatment of debts below EUR 100 and deferred tax debts.
Other grounds include breaches of environmental, social or labour-law obligations; bankruptcy, insolvency, liquidation or comparable proceedings; suspended business activity; serious professional misconduct; agreements intended to distort competition; an unmanageable conflict of interest; involvement in preparing the procurement that creates an irremediable competitive advantage; significant or repeated failures under earlier contracts resulting in termination, damages, price reduction or penalties; materially false, withheld or misleading information, failure to provide required documents, or attempts to obtain confidential information improperly. The national grounds also include enabling the unlawful employment of a foreign national and being subject to an international or Estonian government sanction that would make the contract unlawful. Where legally available, the bidder may provide evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
The bidder must be entered in the Commercial Register or an equivalent register in its country of establishment. Its average annual net turnover for the last three completed financial years, 2023–2025, must be at least EUR 180,000. If this cannot be checked in a public database, the bidder must be ready to provide supporting documents upon request.
The bidder must have successfully completed at least two digital solution projects within the 36 months preceding the procurement. At least one must concern healthcare, social services or another digital solution processing sensitive personal data. At least one must include role-based user views, authentication, data export and at least one X-road interface. A comparable project must meet at least four of these features: support for multiple user roles and workflows; a web-based user interface; integration with an external system or API; a scope of at least 1,000 working hours; or user support and SaaS service provision. Provide a list with descriptions demonstrating compliance and, where available, procurement reference numbers. The bidder must be ready to provide client confirmation letters upon request.
The team must comprise at least four members covering all of these roles: project manager; lead analyst or service designer; UX/UI specialist; lead developer or architect; developer; information security or data protection specialist; user-support specialist; and at least one healthcare subject-matter expert. One person may cover multiple roles only where this is realistically justified and does not impair delivery.
Role requirements:
- Project manager: at least 2 years’ project-management experience in digital development projects; leadership of at least 2 comparable projects during the last 3 years, with comparability as defined in the experience requirement; Estonian at C1 level or higher.
- Lead analyst/service designer: at least 2 years’ experience in digital-solution analysis or service design; experience analysing at least one multi-role user journey or healthcare/social-service workflow; Estonian at C1 level or higher.
- Lead developer/architect: at least 5 years’ software-development experience; experience leading the architecture or development of at least one web-based information system processing special-category personal data; experience implementing API integrations.
- Developer: at least 1 year’s experience developing web applications; experience with authentication, role-based access and data-export functionality.
- UX/UI specialist: experience creating user interfaces or service-design solutions and conducting user testing or research.
- User-support specialist: experience as a user-support or technical customer-support specialist; Estonian at C1 level or higher.
- Healthcare expert: at least a master’s degree in a healthcare-related field; experience in healthcare or public health; participation as a team member in at least one digital-solution project during the last 5 years, for at least 200 working hours.
At least one team member involved in contract performance must be able to advise on developing the digital solution to meet research needs and assess the service model and solution’s effectiveness and potential for national scaling. Submit CVs identifying each proposed role and describing relevant projects, responsibilities and workload; include publication lists and references where available. The contracting authority may request confirmation from cited clients that the specialists took part in the projects.
The bid must include a project plan covering the work sequence and phases, interim deadlines, dependencies, input needed from the contracting authority, risks and mitigation, training schedule, testing and handover, team responsibilities, and a monthly work plan through June 2028 showing each specialist’s name, role and workload in light of the action plan. A technical solution description must address the proposed platform and architecture; technologies and components; hosting and operation; authentication and authorisation; logging and audit; integrations; testing, deployment, maintenance and support; data protection and information security; documentation and handover; and evidence of the platform’s prior production use, including client, launch date, data types processed and contact person.
The bidder must offer a handover deadline in whole weeks from contract entry into force, no longer than 12 weeks. By that deadline, the tested solution required to start the pilot study must be delivered and accepted, and key-user training must have taken place and been recorded, with manuals provided. The offered deadline becomes binding under the contract.
Submit the participation application form and the price schedule in the prescribed structure. The total bid price is the sum of parts A and B of the price schedule. Conditional bids are not permitted; submitting a bid confirms acceptance of the procurement-document requirements. Where an equivalent solution is offered, explain the equivalence and provide supporting evidence. Identify any trade secrets and justify that designation; bid prices and specified evaluation-related numerical indicators may not be designated as trade secrets. For a joint bid, appoint an authorised representative and include the power of attorney.
