Compliance requirements
The bidder and members of its administrative, management or supervisory bodies are checked for final convictions within the past five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, illegal use of child labour, or human trafficking. Compliance with tax and social security payment obligations is also checked. The stated threshold for Estonian tax debt is EUR 0; however, the tax authority does not issue a tax-debt certificate where the debt is below EUR 100 or payment has been deferred. Grounds for exclusion may also include enabling a foreign national without a legal basis to work in the country, allowing breaches of the conditions for employing foreign nationals in Estonia, violating international or Estonian sanctions, or failing to meet participation restrictions relating to the bidder's place of establishment set out in the procurement documents. In certain cases, the bidder may submit evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
The bidder must submit a sample offer based on the Tallinn price area for 50 participants and provide prices in the structure specified in the procurement documents. By submitting an offer, the bidder confirms acceptance of all procurement document requirements; conditional offers are not permitted. For a joint bid, a power of attorney for the joint bidders must be provided. The bidder must confirm that the service will comply with the Green Events Guide and that only subcontractors and suppliers established in Estonia, another EU Member State, an EEA contracting party, or a WTO Government Procurement Agreement member country will be used. At mini-competition stage, the customer must be able to cancel an order free of charge with at least 7 days' notice, without reimbursing costs related to the order. The bidder must identify and justify any information considered a trade secret; the bid price and numerical figures used for evaluation may not be designated as trade secrets. The ESPD does not state precise turnover, experience, staffing or other qualification requirements, or award criteria; where applicable, these must be checked in the procurement documents.
