Support for managing public-space events in Horta-Guinardó District
Summary
The contract provides support for processing permits for events in public spaces in the Horta-Guinardó District, ordering and monitoring event infrastructure, coordinating the parties involved and, where needed, checking documentation for events involving fire or pyrotechnics and preparing or reviewing self-protection plans. Approximately 500 events per year are anticipated. The service also includes a weekly activity schedule, quarterly data collection and an annual report. The contract runs for two years from 1 January 2027, or a later start date specified at formalisation, with an option to extend for up to 24 months. The maximum budget is EUR 180,523.40 including VAT; the estimated value including possible extensions is EUR 298,385.80 excluding VAT. Payment is based on unit prices: EUR 77.05 for a non-complex event requiring up to 5 processing actions, EUR 154.08 for a complex event requiring at least 6 actions, EUR 715 for reviewing a pyrotechnics event and EUR 770 for reviewing a self-protection plan. These prices exclude VAT and must not be exceeded in the bid. Award scoring gives up to 40 points for the quality of the technical project and up to 60 points for automatically assessed criteria: price (up to 35 points) and additional annual job-related training hours for each employee (up to 25 points; the minimum is 2 hours per year, with up to 5 additional hours scored). The technical project may not exceed 50 pages and must describe coordination with event organisers, suppliers and municipal technical staff, as well as proposed content for quarterly reports and the annual report. Bidders must submit the required qualification and compliance documents electronically, meet the turnover and experience thresholds, and provide a suitably qualified team. The successful bidder must provide EUR 300,000 in civil liability insurance and a final guarantee of 5% of the net amount.
