Qualification criteria and exclusion grounds
The bidder must have successfully supplied, installed and commissioned an automatic fabric cutting machine or a functionally equivalent CNC-controlled cutting system. At least one successfully completed project from the three years before the tender submission deadline must be described, including its scope, the month and year of completion, the type of client (which may be anonymised), and how it meets the equivalence requirements. The project must include an automatic or CNC-controlled cutting process; material feeding, cutting or processing; control software; installation, setup and commissioning at the client’s premises; and user training or commissioning support. Supporting documents, such as a contract extract, acceptance certificate or reference letter, may also be provided.
The proposed machine must meet the technical specification. It must have a CE marking, an EU declaration of conformity, safety guards and safety systems. Minimum operating requirements include a working width of 1,800 mm; a cutting-zone length of 2,000 mm; a cutting-surface height of 880 mm ± 40 mm; a cutting speed of 100 m/min; acceleration of 1.5 g; and compressed air at 6 bar and at least 150 l/min. The machine must use a 400 V, 50/60 Hz, three-phase supply with N and PE, and have an insulated vacuum unit with silencer, frequency control and power of at least 7.5 kW.
The CNC control system must run Windows 10 or later (64-bit), include at least one RJ-45 Ethernet port, remote monitoring and/or diagnostic software, cutting-time management and/or reporting, automatic cutting-sequence optimisation, cutting-path preview or simulation, and a cutting-quality assurance function. A separate operator control panel must be supplied. The machine must support at least two tools installed simultaneously and include an electric rotary cutter with a blade up to 32 mm in diameter, an electric oscillating knife, a drag knife, and a drilling module for 1–10 mm bits with a drilling-waste collection system.
The supply must include a compatible fabric roll unwinder installable in the machine’s feeding zone, supporting rolls weighing at least 100 kg and roll diameters of at least 600 mm at the front unit and 300 mm in the feeding zone, with a roll bar compatible with fabric tubes of 100–150 mm internal diameter. Include a discharge-side conveyor extension of at least 2,000 mm and a 3–5 mm cutting belt covering the cutting zone and extension.
The supplier must install and commission the machine on site, hand it over operational, and provide operator training in Estonian or English. The warranty must cover mechanical and electrical non-consumable parts for at least 12 months from signature of the delivery and acceptance certificate, assuming single-shift operation. During the warranty, the supplier must start resolving a reported problem, including remote diagnostics, within two working days. Remote support and diagnostics must be available during the warranty; spare parts must be available for at least five years from delivery; and maintenance and repair services must be available in Estonia for at least 60 months from acceptance. User and maintenance manuals must be in Estonian or English.
The bidder must submit a completed technical compliance table with evidence references for each requirement, the machine’s technical data sheet, documents proving its right to supply the equipment and provide warranty and maintenance services, and a description of the warranty terms. For an equivalent solution, explain the equivalence and provide supporting information. The delivery period must be stated and may not exceed six months (26 weeks) from order confirmation. Delivery is DAP to Linda tn 15d, Jõhvi, Jõhvi municipality, Ida-Viru County, Estonia.
The bid must include the completed price form showing the total cost of ownership (TCO), excluding VAT, for 60 months of use: acquisition cost, including the required accessories, software, tools, initial cutting belt, delivery, installation, commissioning, training and documentation; software and licence costs; and planned maintenance costs. Software and licence costs and planned maintenance costs must be stated by year and remain binding for the full 60-month period. The form’s TCO total must match the value entered for the award criterion, “Total bid cost over a five-year usage period (TCO).” Include the manufacturer’s maintenance schedule and software licence terms or price list. The TCO calculation assumes single-shift operation and excludes later replacement costs for consumables. Blank or zero entries are treated as included in the acquisition price or as free of charge. The bid must remain valid for at least 90 calendar days from the submission deadline.
